Ko wai mātou? – Who are we?

He Pou a Rangi – The Climate Change Commission is an independent body, established by the Carbon Zero Act 2019 to provide evidence-based advice. The Commission has the important job of guiding successive governments on the journey to a low-emissions Aotearoa. The Commission  fulfils this by providing expert independent advice – built on a foundation of quality evidence and engagement with New Zealanders.

The Commission’s advice will help the government to set targets, set emissions budgets, monitor progress towards goals, prepare policies and plans to reduce emissions, adapt to climate change and increase climate resilience.

The Commission is a new entity and is in an establishment phase, with three core goals:

  1. Build – to build the credibility, capability, and capacity of the Commission.
  2. Connect – to develop meaningful relationships with stakeholders and Iwi/Māori.
  3. Perform – to perform the Commission’s functions to a high standard.

The Commission consists of eight Commissioners, who form the board, and a staff of over 50. The staff are led by the Chief Executive, supported by a senior leadership team of four General Managers and a Chief Science Adviser.

Te āhua o Te Tūrunga – The nature of the position

The pivotal role of Kaiwhakahaere Matua Māori has been newly established to provide the incorporation of te ao Māori across the Commission and to enable strong foundations to support the Crown as a partner under Te Tiriti o Waitangi.

Highly transformational in its intent and operational mandate, the position will be responsible for ensuring the Commission takes a te ao Māori approach to climate change to embed kaitiakitanga and stewardship throughout all aspects of the organisation.

As an inspirational leader, you will be adept at influencing others and bringing them on the huarahi. You will be leading a team and be responsible for the delivery of work programmes for evidence building, analysis and engagement. You will lead a highly engaged business group to deliver results, effectively managing group performance by setting clear and stretch objectives, measuring, monitoring progress and results.

Working collaboratively and cross organisationally, you will provide advice on aspects within the Commission’s broader work programme that intersect with te ao Māori. Delivering a work programme of advice, evidence, and research, you will navigate across the organisation advising on the intersection with te ao Māori and be accountable for the correctness and effectiveness of this work.

Utilising your strong Māori networks to innovate and influence change, the position will help to communicate a shared view of the Commission’s strategic direction though a cultural lens as you and your team role model appropriate behaviours and help build a culture in the team of performance, feedback, and collaboration. Supporting and contributing to the work of the senior leadership team, you will actively contribute to initiatives and deliverables led by other GMs, where input is needed from across the functional groups.

Furthermore, you will set about integrating insights from iwi and Māori engagement and analysis throughout the Commission. You will already have demonstrated experience in delivering and implementing strategy, particularly in the Māori Sector, and be looking to build on this within a highly innovative, and unique organisation.

Ngā tino Pūkenga/Whēako – Essential skills/experiences for the role

A deep knowledge and understanding of the machinery of government and how to navigate it for issues affecting Iwi/Māori is a mandatory requirement,

Requisite experience, knowledge and competencies necessary in this position include;

  • Working knowledge of the Te Tiriti o Waitangi and strong experience in practical application.
  • Kanohi kitea within whānau, hapū, and iwi and actively involved in their events and activities, ability to authentically represent perspectives from the haukāinga.
  • Highly developed engagement skills, including the ability to present complex issues to a wide variety of audiences.
  • Demonstrated experience in strategy, particularly in the Māori Sector, and an ability to deliver effective strategy and implementation.
  • An understanding of Te Reo me ōna tikanga is preferred.
  • Ability to create and sustain an environment that promotes biculturalism.
  • Be highly effective as a communicator, experienced in collaborative effective relationships via both operational and strategic lens.
  • An authentic, pragmatic leader who brings parties together, connecting, building, and unifying via mana uplifting practices.
  • Demonstrated ability and confidence to work in the grey, innovate to be transformative to lead a te ao Māori approach to climate change.
  • Can demonstrate strong networks and extensive relationships with Iwi/Māori and capability that sees you access your networks to innovate and influence change.
  • Demonstrated flexibility, adaptability, and strategic agility.

The drive to influence transformation on matters that are of importance to Māori, particularly where they intersect with achieving climate equity, environment sustainability, and intergenerational prosperity and wellbeing for Māori is essential.
