Project Overview

Sydney Metro West is a major driverless metro rail line tying Greater Parramatta and the Sydney Central Business District. The new line will double the rail capacity between the two areas, reduce journey times and link more communities to rail services, supporting employment growth and housing supply. The project is expected to create around 10,000 direct and 70,000 indirect jobs during construction.  Sydney Metro West will include nine stations and deliver rail services for the first time to communities at Burwood North, Five Dock, The Bays and Pyrmont. It will also provide faster, more frequent access to; major employment at Parramatta and The Bays; sporting and entertainment at Sydney Olympic Park; and health and education at Westmead.  


Position Overview

The Delivery Manager (Trains & Signalling) – Sydney Metro West, reports directly to the Sydney Metro West TSMO/O&M Contracts Director, who reports to the Deputy Project Director. The Delivery Manager is responsible for managing the rolling stock and signalling scope design and procurement effort, which will include close liaison with other delivery and engineering functions including O&M, Rail Systems and Stations. The remit spans the entire Sydney Metro West Project from scope development, management of the concept designs, contracting strategy, tender process, contract award and interface & integration with other parties.

The Delivery Manager will be responsible for managing and influencing various project delivery teams, consisting of Project Managers, Project Engineers, Site Engineers and Surveillance officers across the alignment. There will also be a need to coordinate with project sponsors, customer representatives and the supply chain.

The Delivery Manager shall allocate responsibilities to the project delivery team and define the Trains and signalling scope definition, support procurement and manage surveillance requirements of the Contractor’s works, when awarded. Depending upon the specific requirements of the managed work, other resources may report directly / indirectly to the Delivery Manager. 


What you bring

  • Demonstrating commitment to the Sydney Metro zero harm philosophy by regularly attending the TSMO Contractor pre-start, Tool Box Talks, undertaking safety site inspections and pro-actively participating safety risk reviews. 
  • Ensuring compliance with all relevant Health, Safety, Environmental and Quality requirements contained within the Deed. Further, shall promote and demonstrate unwavering commitment to discharging obligations against these disciplines.
  • Prior to award, ensuring the engineering specifications and other contract particulars are robust, meet the Customer requirements and are integrated across the other functions.  
  • Managing interfaces in accordance with the Project Delivery Matrix.
  • Developing particular specification requirements to be included within the T&S contract.
  • Providing specialist advice and guidance to the business, relative to signalling and rolling stock and systems integration
  • Developing and maintaining risk registers with appropriate mitigation measures
  • Tracking and ensuring Sydney Metro’s compliance with the Trains & Signalling Contractor’s Deed with regard to the Works, post award.  
  • Applying Sydney Metro’s probity standards at all stages during scope development and contract award.
  • Ensuring the T&S Contractor is delivering the project in accordance with its Project Quality Plan. 
  • Enabling and promoting effective communication and collaboration between the respective Sydney Metro team and related contractor counterparts managing site specific communications with third parties and the Independent Certifier (IC) to aid the progress of the Works. 
  • Ensuring Contractor documentation pertaining to the area of responsibility is reviewed (by all relevant parties) and returned to the Contractor in accordance with the timeframes specified within the Deed, ensuring open issues are tracked to closure. 
  • Reviewing and commenting upon IC documentation (including the monthly report), as necessary; 
  • Conducting regular meetings with relevant parties (including the Contractor post award), to drive  progress and assist the T&S Contractor to resolve construction issues, as appropriate; 
  • Implementing the critical issues action register and Early Warning register for its respective site(s); 
  • Ensuring effective management of all Adjoining Owner Agreements (AOA) and Third Party Interfaces, participating in all required meetings as necessary; 
  • Ensuring the T&S Contractor maintains a positive working relationship with the community by supporting the Sydney Metro Community Liaison Team (e.g. through attendance in meetings and in the approval of Community/ Public Information); 
  • Acting as the primary interface for any station developer signatories and contractors, as required.  
  • The Delivery Manager will also provide advice and information to the Contract Administration function in the administration of the T&S Contractor Deed, including in respect of Contractor Claims (including payment claims), Principal initiated changes and other commercial and contractual matters as may be required.  


About you

  • Recognised degree in an engineering, scientific or other applicable management discipline; 
  • Current recognised chartership, professional licence, or management qualification preferred; 
  • At least 10 years of experience in the construction industry, with at least 5 years experience in the rail industry with a preference in Trains, Systems, Maintenance and Operations areas; 
  • Knowledge and demonstrated application of Bechtel’s Zero Accident Safety Philosophy or an equivalent program; 
  • Extensive knowledge of construction, engineering, procurement, subcontracts / contracts, planning, scheduling and cost, estimating and the interrelationships, including engineering management and tracking of complex programs
  • Thorough knowledge of construction technologies and jobsite management; 
  • Thorough knowledge of current industry standards, as applicable in New South Wales, Australia 
  • Prior experience supervising and administering contractors / subcontractors; 
  • Broad knowledge of the impact and effect of using field automation tools; 
  • Broad knowledge of environmental compliance laws and requirements for NSW, Australia, including knowledge of project-specific environmental compliance requirements; 
  • Broad knowledge of government compliance standards for NSW, Australia. 
  • Broad knowledge of Bechtel EDP’s and Construction Standard Work Process Procedures Knowledge of six sigma program, preference with experience in deployment  
  • Knowledge of company and project-specific quality policies, processes and procedures, including those for Work Lots, Assurance and Handover.
