Project Overview:

Sydney Metro West is a major driverless metro rail line connecting Greater Parramatta and the Sydney Central Business District. The new line will double the rail capacity between the two areas, reduce journey times and link more communities to rail services, supporting employment growth and housing supply. The project is expected to create around 10,000 direct and 70,000 indirect jobs during construction.  Sydney Metro West will include nine stations and deliver rail services for the first time to communities at Burwood North, Five Dock, The Bays and Pyrmont. It will also provide faster, more frequent access to; major employment at Parramatta and The Bays; sporting and entertainment at Sydney Olympic Park; and health and education at Westmead.  


About the role:

  • The Commercial Director reports directly to the Sydney Metro West Line Wide TSMO/O&M Deputy Project Director. 
  • The Commercial Director will be responsible for managing the Trains, Systems, Maintenance and Operations (TSMO) program of works across the entire Sydney Metro West Project from scope development, contract strategy, contract award, interface with other work packages and contract management of the TSMO.
  • The Commercial Director will lead a team of Senior Project Managers and will be responsible for supporting the Deputy Project Director in procuring the TSMO contract packages.
  • The immediate focus will be on supporting completion of the current design program, ensuring value for money objectives are achieved and that the works can be delivered in accordance with the project timeframes


What you bring: 

  • Determine business approach for large scale major works packages, provide input into the pre-feasibility and business stages of development, determine and implement works schedule and activities throughout project lifecycle and interface with functional units to ensure that the delivery teams receive functional unit support to the degree required to ensure efficient project delivery
  • Lead and manage the activities of the major works team and appointed delivery contractors in accordance with the Project’s Construction Management Plan, including the planning, management and construction of activities, and ensure timelines are met, works are fit for purpose and comply with statutory and legislative requirements
  • Develop detailed project budget and forecast cashflows / milestones from approved budget, recommend approval of costs and variations, monitor and control project costs, report on expenditures and address any variance issues
  • Facilitate approval of project specific quality, and environmental requirements, ensure implementation of approved quality plan/process complies with project plans and all relevant standards
  • Manage, monitor and mitigate project risks through the risk management plan, provide high level advice to the Project Director in relation to risks and interdependencies, and contribute to monthly project reporting on progress, cost, quality, safety and environmental issues to inform and support decision making
  • Ensure and promote safety and safe-working via compliance with the System Requirement, Safety Responsibilities, Authorities and Accountabilities within the Safety Management Syste
  • Ensure the appropriate administration of all branch contract packages including the facilitation, review and approval of Contractor Management Plans to meet all contract requirements, contribute to tender assessment as required, including participating on tender evaluation committee and assist in the preparation of tender and contract documents



  • Recognised degree in an engineering, scientific or other appropriate discipline; 
  • At least 20 + years of experience in the construction industry, with at least 15 years experience in the rail industry with a preference in Trains, Systems, Maintenance and Operations areas;
  • Knowledge and demonstrated application of a Zero Accident Safety Philosophy or an equivalent program; 
  • Significant experience leading pre-contract and post contract commercial negotiations
  • Track record in team leadership, inter disciplinary collaboration and commitment to people as key elements of project and organisational success
  • Experience in client side management of dispute resolution processes
  • Knowledge of commercial law including contract law with respect to the built environment and experience with a range of contract forms
  • Commitment to collaborative working in a team environment
  • Highly effective communication skills (oral and written) including strong negotiation skills and the ability to establish effective working relationships with a variety of people at different levels both internally and externally
  • Superior commercial acumen, strong problem solving skills and the ability to interpret, understand and explain complex contractual, commercial and financial issues
  • Ability to organise and prioritise own and team members work demands, handle multiple complex tasks simultaneously, set and meet deadlines and follow through within a fast paced environment
  • Adherence to organisational values and consistent, sound judgement and ethical behaviour in making and influencing others
  • Knowledge of construction, engineering, procurement, subcontracts / contracts, planning, scheduling and cost, estimating and the interrelationships. 
  • Thorough knowledge of current industry standards, as applicable in New South Wales, Australia 
  • Broad knowledge of environmental compliance laws and requirements for NSW, Australia, including knowledge of project-specific environmental compliance requirements; 
  • Broad knowledge of government compliance standards for NSW, Australia. 
  • Broad knowledge of six sigma programs, with preference for experience in deployment
